Dear Sir,
I have the pleasure to send you the following memorandum with respect to(a) the matters mentioned in the Report to the Education Department of Hong Kong of the Committee on History and Geography, (b) Mr Irving's letter of April 11th with respect thereto, and (c) the subjects discussed at our interview yesterday.
2. I have to express regret that the copies of the Regulations of the Delegates with respect to the examination of Schools, which were sent to Mr Irving by bookpost on September 24th, 1902, were not delivered. Some copies I handed to you yesterday and I send five more herewith.
It may be convenient for me to state
(a) that "papers not specially set" would not be
available for the proposed Examination: (b) that the charge of 15/- for each Paper speci- ally set covers any number of copies up to about 100, a small additional charge (for printing) being made if the number of copies exceeds 100.
3. The draft Form of Certificate, which is given
in Appendix B of your Committee's Report, could not be accepted by the Delegates without modification, as they
